[Task]: Pass updated settings config to Plugin Action editor for Workflows #36439

Common settings config is getting passed to Plugin action editor currently, no matter what is the IDE type of the editor. We need to update it for Workflows, in the new modular flow, similar to how it was being set in the regular flow.
