[Epic] Package versioning - Milestone 1 (Version control and mismatch troubleshooting)

• Users are able to configure in each app what is the version of each package consumed they want to use it
• Users can publish a package without impacting the applications that are already using a previous version of it
• Users are able to check what is the latest version of a package published in a specific workspace
• Users are able to troubleshoot and solve version mismatch errors by checking what was the version that the application was expecting from the package that doesn’t exist and change the version configuration to an existing one
