What is the change request for the cPP? Please describe.
186-4 defines the NIST approved curves in Appendix D. Appendix B.4 defines generation of alternate curves. Since we only allow 3 P-curves, the reference should likely be D.
Do we want to allow other curves B/K/generated? If only NIST approved, we might want to point to 56A instead. If generalized, appendix B.4 is correct. If only the P curves listed, it should probably point to Appendix D.
Also, it might make sense to put the doc (and appendix) should be in the reference section of the cPP.
