Placeholder for updating TLS FP 1.1 to 2.0

We need to make sure this is consistent with existing SFRs, specifically new audit requirements.

Joe to follow up with NIAP to get feedback on how to handle the 1.1 -> 2.0 transition in the allowed with listing.
