增加 macos app 公证，避免出现 Apple 检查失败的问题：

看起来这个改动的就是不使用证书签名 sign 的方式而是使用公证 notarize 的方式了。

这个和之前 2.0/4.0 是不同的。目前是比较推荐这种方式了？ @luhc228

现在来看，这两步都是需要的
