Configure Pod Limit per node #19

Supports managing KubeletConfigs
Configures a pod limit of 110 per node using KubeletConfig

NOTE: rolling this out may trigger kubelet restarts on all workers but not necessarily restart the workers.

I'm not sure about the label: Is this a feature that can be rolled out without problems or a breaking change because of possible impact?
