Config package to wrap the component will be added in #2

Tested the config on the lab cluster, looks like it rolls out the operators correctly (I tested through the config package on the add-package branch, which is based on this PR).

Fixed the PR after some more testing (including deploying a demo application as described in https://docs.openshift.com/container-platform/4.12/service_mesh/v2x/ossm-create-mesh.html#ossm-tutorial-bookinfo-overview_ossm-create-mesh). The service mesh appears to acutally work now on the lab cluster.
