Tooltip component #493

As discussed during the demo last sprint I would work on adding the tooltip component used in the validation monitoring tool to the ember appuniverse library.

@snenenenenenene I checked the Jira issue but it's not clear for me yet what you are exactly creating. Does it match the description of this issue? https://github.com/appuniversum/ember-appuniversum/issues/478

Ideally we match the Webuniversum setup. If it's something else I would keep it as a custom thing in the project you are working on :sweat_smile:.

Also, if it's still WIP, it's best to keep it as a draft PR (or add WIP to the title) so I know I don't have to look at it yet :smile: .
