I am not sure what happened, but I see it fails on or default build worker image Visual Studio 2015 and works on Visual Studio 2017 one. I think that choco errors (problems installing some Windows KBs) related to the Windows version (default image uses Windows Server 2012R2, while Visual Studio 2015 uses Windows Serer 2016. As a workaround please try to use Visual Studio 2017 build worker image. Here you can see how to change that.
