"Reconnect on reboot" silently not working

Reproduce:

1. Install on Motorola Droid Razr HD with Android v. 4.4.2 183.46.15
2. Check "Reconnect on reboot" option
3. Reboot

There is no security response or option box presented - the program simply 
doesn't restart on reboot. I therefore suspect it is an issue with the app 
rather than something caused by the OS's security features.

I am using stock Android v. 4.4.2 183.46.15 on a Motorola Droid Razr HD with 
Verizon.

I've found that it will at least usually prompt me upon rebooting, but often 
takes a *very* long time and is cleared by many events. In some cases, even 
unlocking the screen will clear the prompt, which I see for only a moment.

I added a higher priority to the onboot receive. That will hopefully let 
icsopenvpn start earlier. To test use 
http://plai.de/android/ics-openvpn-0.6.18pre.apk
