Feature request: when connecting from a pause, have a selectable timeout #292

When the VPN is paused (from inactivity), and I turn the screen on to briefly 
check the time or change a music track, the VPN immediately reconnects, even if 
I don't need or want it to.

I'd like to be able to set a timeout, so that if the screen is on for more than 
the selectable timeout, only then will the VPN initiate the connection. This 
would assist in minimising the use of mobile data.

I thought about this possibility but decided against it, since that would have 
gotten me too many complaints about the feature (people are stupid), people 
would set this option, and forgot that they set this option. In order for this 
option to be useful, it needs to be at least 10s. People would unlock the phone 
and have to wait longer until the VPN starts connect and start to complain that 
VPN "TAKES A LONG TIME TO CONNECT AFTER SCREEEEEEN ON!!!!"
