More aggressive client reconnection #71

When hibernating a laptop (as an example), coming back from hibernation results in a significant delay in reconnection (about 2 minutes). It would be nice to have a lower amount of time pass before reconnection.

David and I changed it so that it will reconnect at a more aggressive rate.
