refactor of 8-id instrument repository to function as package allowing for easier use with other tools #40

Tested at 8-ID, it worked and was very easy to use. I like it! Talking with folks from other facilities, this seems to be the approach the Bluesky community is going towards. That also means we can start implementing unit testing and docs. It should also make things a lot easier for updates and to port code to other beamlines.
