This drops support for old ruby versions and old rails versions.
Rails 5.2 security support ended 06-01-2022 https://endoflife.date/rails
Ruby 2.6 security supported ended 03-31-2022 https://endoflife.date/ruby
This adds 2 containers one for ruby 3.1 and one for Ruby 2.7 so that we can run tests against each. Ruby 3.2 has issues with nokogiri that I didn't figure out yet.
