The current functionality of the No. of Non-Runners needs to be explained and I suscpect "fixed" so the behaviour is changed to how it was intended to work.

A solution to this issue would be to replace the existing "Non-Runner" Slider with something more like:

"Min. No. of Place Winners" and "Max No. of Place Winners" - this could be a "Slider" that runs from 0 to 5 and would work better than the existing configuration. This information must exist in the specific Event Market.
