Get latest db updates #8

Incorporating changes from go-deploy PR that finds latest db updates via services/ and disks/ rather than using latest operation property. Also cleaned up some code that was excessive in ResourceReplicaCreate(). Related go-deploy updates are here.

I'm going to rebase this off of master and clean up the conflicts from my earlier PR and the push back over this branch
