Aggregate forecasts instead of disaggregating them #20

Child of #6 Requires openmeteo/pthelma#40

Script get_noa_forecasts_in_arta (found in Ansible) disaggregates forecasts from 3h to 1h. We no longer want that, we want to aggregate them to daily instead.

Done. We now have daily forecast rasters at /var/cache/pthelma/rasters_forecast_daily.
