In production, settings don't specify cache #82

Note that openhi, openmeteo and irma must probably share the same cache. Otherwise when e.g. openmeteo deletes a timeseries's cache because the data was updated, openhi and irma might continue to "see" the old data.

Fixed in Ansible.
