Move code cache

Description

Moving the codecache cloudflare worker to a separate repo due to installation challenges with code-cache, specifically the better-sqlite3 dependency. In its place is a new package called github-fetch which contains the core fetching logic used for things like RemoteCodeblock (without any of the cloudflare deps). Hopefully this makes it easier for folks to contribute to the repo and alleviates the debugging demand from the docs team so that folks can focus on other high priority items.

Hopefully this should also enable us to upgrade to pnpm 9.x.x more easily
