Rearchitect so it's possible to scale chat server beyond a single instance #8

Depends on https://github.com/aptos-labs/hong-bao/issues/7.

We'd need some kind of shard manager, so certain chats are assigned to certain servers.

Consider also what if a single chat is so large that there needs to be multiple servers for one chat.
