Admin pages need transition spinners (was: Admin - menus don't work sometimes) #119

Clicking this (from /admin in the title bar)...

... changes the URL to /admin/manage/users/latest, but the page doesn't actually move from /admin.

Forced refresh takes me to the page then the menus start working as expected.

That page specifically sometimes takes a long time to load.

Ah, yes, being patient works. So there needs to be a loading spinner.

I'm sure I've had problems with quite a few of the menus. I'd check to confirm, but for some reason, /admin is currently sending me to /login, even though I'm logged in....

Ok - confirmed - this is needed.

Ah - ok. Some explanation of why it's happening, on that page, might be useful....
