About The Pull Request

Changes config to 25 players minimum for heresy

Why It's Good For The Game

Heretics are murderboney, unfun on lowpop and require much more stopping force to not completely murder everyone. Also do not mind the heretic gamefile change I changed it back to how it was with 0 as default I did not know better but someone helped me out by telling me I should change config, sorry again.
