Komenda tgs declare #1058

Discordowa komenda !tgs declare N powoduje, że zostaniesz powiadomiony gdy będzie sumarycznie przynajmniej N graczy lub N osób które również zadeklarowały że wbiją przy N lub więcej graczach. Przykład: Są 2 osoby na serwerze. Oraz 2 osoby które wpisały !tgs declare 5 Jeżeli kolejna osoba napisze !tgs declare 5 (lub mniej niż 5) to wszystkie 3 dostaną notify. Tak samo jeżeli poprostu wbije osoba na serwer, to te 2 osoby dostaną notify. Trzeba przetestować czy ten pomysł ma sens, oraz czy nie ma bugów, bo jeżeli są to mogą być dosyć nie przyjemne, np spamić mentionami na Discordzie 🙂
