allow custom CO2 files/time series #21

Users can currently specify a custom constant CO2 concentraiton however not a custom time series. Currently they have to use Manuloa.txt.

Also update the current co2 file to account for latest measurements https://gml.noaa.gov/webdata/ccgg/trends/co2/co2_annmean_mlo.txt
