Adds site_id to the newly created table scheduled_update when updating site's details.
Later this is picked up by cloud function scheduledNOAALocationUpdate, which updates the sites' nearest_noaa_location.
Also add a binary asset file noaa-availability, which is a compact version of the "availability map" extracted from NOAA's netcdf4 files
