Add `hasWaterQualityData` flag at the site level and add filtering option #986

As a follow up on #984, we could add a hasWaterQualityData flag on sites and leverage it to implement an additional filter. We could probably leverage this flag in other places as well to simplify the logic around WaterSampling cards
