New Charters section (optional?) #5

I'd like to see a new charters section, formatted as below.

NEW CHARTERS

CHARTER 1

some text

CHARTER 2

some other text

I'd like to see this aggregate into a list of new charters in a simple format (txt? html?), something like: New Charters: try this try that try this other thing

Jeff, as an interim step, you can add this extra section to the "config/include.footer.txt" file and it will always be appended to the new session sheets created with the "create_new_session.rb". See issue #8 for details.

The Scan tool still doesn't parse this section yet, but at least you won't have to manually add it to each session sheet now.
