Mandarin on-gain effect does not return single treasure

What steps will reproduce the problem?
1. Play a platinum 
2. Buy a Mandarin
3. Be a sad panda, Platinum is not put back

What is the expected output? What do you see instead?

Looks like this happens if you gain Mandarin when you have exactly one treasure 
in play.  I've seen this happen with Platinum, Philosopher's Stone, and Horn of 
Plenty.

This also happens if you use other (non-treasure) sources of money.  For 
example:

1) Play Market
2) Play Woodcutter
3) Play Silver
4) Buy Mandarin

Expected:  Silver is returned to deck.
Actual: Nothing happens.
