Sarah goes into endless Tactician loop

What steps will reproduce the problem?
1. AI: Sarah
2. Tactician card

What is the expected output? What do you see instead?
Sarah bought 3 Tacticians. On her turn she played a Tactician, discarded all 
other cards and then nothing else. Next turn she got the extra cards from the 
Tactician, but just kept on playing new Tacticians. This repeated for the rest 
of the game.

What version of the product are you using? On what operating system?
Androminion 2.04
Android 2.1

Please provide any additional information below.
A simple rule to not play Tactitian two turns in a row would probably be a big 
improvement
