Cannot move app to SD card #375

What steps will reproduce the problem?
1. Install
2. Use any file manager (or system) to move app to SD card. 
3. Fail

What is the expected output? What do you see instead?
In system app manager or using any file manager, should have the option to move 
to SD card. The option is currently disabled. 

What version of the product are you using? On what operating system?
Xperia Mini with ICS
