Add an option to have identical starting hands

Add an option to have identical starting hands. (Either a checkbox when 
starting a new game, or, preferably, as a global option that applies to all 
future games.) This is a common household rule to make the starting position 
more fair on boards where a 4-3 vs. a 5-2 draw can decide the game. 

When this option is turned on, the first player gets a random starting hand, 
and then all other players get the same starting hand.

There is an open question how to handle the rest of the cards. This does not 
matter much, but I can imagine situations where it may matter a little, 
especially with the upcoming Dark Ages expansion. I would suggest shuffling the 
(5-card) deck separately for each player.

There's already at least one card that can make the order of your second 5 
cards matter.  (Opponent goes first and buys Noble Brigand, you discard 2 cards 
from your deck before your first turn.)  The second 5 cards should probably be 
random.
