Horn of plenty allows selecting empty piles #408

What steps will reproduce the problem?
1. Select an empty pile with HoP
2. This allows effectively not selecting a card
3.

What is the expected output? What do you see instead?
As long as there is a valid choice, you have to choose.

What version of the product are you using? On what operating system?
