This is the default behavior in Android. There are several custom governors which disable cores, but there isn't an official one.
@cmorlok default minfreq is 800mhz - meybe downlow to 200? this is save battery
@cmorlok @Kra1o5 @eloimuns maybe compile kernel wich use hotplug governor - this is for multicore devices - more good? Not much sense since we have perfd & core_ctl options.
i see in other cm fw cpu tune settings. we can see it?
This option dissapear some time ago in cm.
It's sad that you can not control the frequencies and governors
@cmorlok @Kra1o5 @eloimuns Please check is it I check on Stoсk FW and CM 13. In Stoсk kernel work is fine. i see stopped cores = save my battery. In CM13 not see it.
We have activeated core_ctl for testing purposes. It doesn't hurt, but it doesn't improve battery life either. It will be included in one of the upcoming nightlies.

Can you try again with the 20161020 nightly? The changes have been merged.

@stucki cant donwload FW/... ~99% and no more. I reboot device. Clean memory and etc. No more. Not Download!
Hmm, download works fine for me. You may try to download it via https://get.cm/ manually. Also make sure to check the sha1 checksum.

I now test my device under cpu-z All core work AllTime. May be is governor problem?
