• [ ] add neptune with admin privileges (.1.)

update the test_seeds users

• [ ] change ‘user_1’ to ‘user_admin’ and give admin permissions only (.1.)
• [ ] change ‘user_2’ to ‘user_manage’ and give manage permissions only (.2.)
• [ ] change ‘user_3’ to ‘user_retired’ and give retired permissions plus all the others (.1.2.3.4.5.6.)
• [ ] add ‘user_run’ and give run permissions only (.3.)
• [ ] add ‘user_design’ and give design permissions only (.4.)
• [ ] add ‘user_develop’ and give develop permissions only (.5.)
