this brings the hamburger menu up-to-par so we can start in earnest on the next sprint

all of the relevant cypress tests pass (There are still a few issues in some of the other cypress tests. I think Mariko is working on those.)
all of the rspec tests pass

This addresses issues #603 and #497.
