Release images don't provide manual files #4153

Description

Place man files as part of artefacts RELEASE_FILES (docker, tarball).
Install man tool in the container.

Also true for the CLI. There is no man folder in the extracted dist from the tar archive. Quick fix was to copy over the docs folder from the git clone into the extracted dist folder. Anyway, this should - of course - be part of the released archive.
