Add support to trivy default config yaml.

All trivy options should be included with default config.yaml file
- default config yaml should be be distributed with trivy-operator-trivy-config configMap
- config.yaml file should mounted to vulnerability scan job for trivy to be used.

Preferably, all options exposed should also be configurable via helm.
