Write OpenAPI >= 3.0.1 schema for the classifier service #8

This should live at schema/openapi.yaml and refer to #6 . For an example, see https://github.com/arXiv/arxiv-search/blob/develop/schema/search.yaml

This should describe the routes defined in #1
