Disable skip forward? #13

Pending the outcome of a discussion on whether we'd allow a skip forward... If a user knows the URL of the stage to skip forward, they can type it in and skip ahead (results in a code error for cross lists if no category has been selected).

Decision for now is to yes, disable skip forward - completed with ARXIVNG-912, ARXIVNG-1207, ARXIVNG-1104
