4 years ago I'm just seeing this now. I absolutely LOVE the before and after screenshots. This saves me from trying to generate both versions on my system for comparison purposes. I plan to complete full review tomorrow morning.
I'm wondering if both process views should be of a successful compilation for consistency.

The box with the "Start a New Submission" and the one talking about feedback are not line up on bottom. You could spread out content in left box to fill space. No biggie. This is probably falls under a small refinement for later. This page definitely looks better.
I take it the feedback box on the right will eventually go away? Or at least evolve to consume a much smaller amount of screen real estate. Something to think about for future.

Verify your contact information page: Looks good. I wonder about grouping all of the buttons together on lower right of page. I definitely like the relocation for 'save & exit' and 'save and continue' but am wondering if 'manage submissions' is on an equal level with go back, save & exit, and save & continue. Doesn't 'save and exit' also return to Manage Submission so Manage Submission is identical but without a save step? If so, is there a warning about lost data? I'm trying to think if there is a better way to handle these two similar actions.
Confirm Authorship page: In verify step checkbox is in separate box while here it is inside main box.
Select a License page: I guess this is the first page where we see a lot of text. For me the font is light and thin and not the easiest for me to read.
Minor idea: Submitter is able to click on info tool tip and view license. Many sites bring up license in a text box and force submitter to acknowledge/accept they have read the license. Do we at minimum need a checkbox where the submitter affirms they have read the license prior to making selection? I think this is slightly different than simply selecting a license.
I intentionally forgot to select my license. I think we should do better than "Something unexpected went wrong. If you continue to experience problems, please contact arXiv support." We know exactly why the step failed and the oopsie message at top of page is a little vague. We should add some specificity to our message to make them more useful. Acknowledge Policy page: Looks good. Again, light text is causing me to strain reading the message.
Choose a primary category: I love this for development but should I be able to click through Category selection without actually selecting a category? Should we anticipate a spike in papers submitted to default "Astrophysics of Galaxies" category? :^)
Cross page: Looks fine.
Upload Files: I can't upload nothing any more. Yes! I did get an error when I first tried to upload files. Second time it worked. Maybe my setup. I no longer see the type of submission on page - TeX. Other than that this page looks fine.
Process Files page: Looks good. It always catches me when the page changes after the first update where the message at top disappears. Minor. Does the 'highlighting key' only appear for TeX submissions or do we skip this page entirely for PDF only?
Metadata pages: Look fine. Preview page: Looks fine.
General: Overall I feel the submission UI look and feel is definitely improved by the changes in this PR. I have made only minor comments and suggestions.
Navbar: Minor comment. There appear to be three colors used for navbar, one for incomplete (light gray), one for complete (medium gray), and one for the active step (dark). I notice that when I visit a page and leave it the page returns to the incomplete color (light gray). I'm wondering if there should be a color for seen, since we do seem to stress a page being seen as important. That said, it appears the tab for cross does change to complete even when I don't select a cross.

Thats my understanding too, the blue box is for beta testing only and will go away eventually. Id love to think about how the user dashboard could be incorporated onto this page where there is overlap. For example the user could have a quick way of editing their contact info before submitting, or checking their categories.
This PR includes many layout edits and editorial changes to submission UI. Most templates in submission-ui have been touched at least a little. The best way to evaluate is to spin up the branch, I am also attaching before-and-after screenshots of some pages with the most changes.
The goal of this PR is an improved layout. We dont need to evaluate for color choices or other small visual refinements yet, the aim of this PR is broad layout strokes. Also the cross-link layout isnt quite done (a supporting ticket has been created). Here are the specific aims:
