Includes examples for error states for both inline files and general error messages. Can get automatically styled warning message by replacing class is-danger with is-warning in the upper message box.

NOTE: this won't display properly (as illustrated in screenshot) until arxiv-base is minted, or unless you use the develop version of arxiv-base, since I moved most of the table styling to base. Anticipating the need to do very similar display styling for admin lists and probably user dashboard in the near future.

@erickpeirson ooo....macros are a great idea. Love the idea of the info-tips, messages (wouldn't that be nice, just call the macro with danger/warning/info and the message text), etc as macros. How do you want to manage the list of Macro-Bound Material(tm)?
