Attaching PDF screenshot for quick reference:

The "legend citations" (such as "Shah et al. 2021") are indeed missing in the PNG version served in HTML. It looks like the original PDF of that figure is a bit more sophisticated than what latexml's ImageMagick handling can deal with today. Also attaching that file for quick testing:

The source inclusion was rather ordinary:
