footnote display is needlessly complicated #2082

Description

On a printed page the separator above the footnote serves to set it off from the main text: image

But when you show a footnote in a popup, there's no need for such separator. Furthermore, there's too much whitespace, and needless line breaks: image (search for "meta-graph of relation interactions" to find this spot)

Indeed that line is meant as a visual flourish (or "needlessly complicated" if it hits a bug). It works OK in ar5iv, so this may be a CSS clash of some sort, worth investigating:

Hey, what is ar5iv? It looks great since it doesn't have all the red stuff. Can you add a link from the red navbar to ar5iv? Next to the "pdf" link.
