Conversion cannot handle JSS (Journal of Statistical Software) template so it should not be used.

Can you provide more details about how the JSS template fails?

Sure thing. The JSS template adds several custom commands like \pkg{}, \code{}, etc., which the html version cannot convert to plain text. So they all appear mixed with the paper's text.
