Unable to click the link in the footnote #805

Description

Issue

In the HTML conversion, if one wants to click a footnote in which there is a link, then it is impossible.

How to replicate

Please hover the mouse on the footnote label in a paper that is produced by \footnote, an overlay containing the actual footnote will show up. However, when the mouse moves away from the footnote label (the little number on the shoulder of the main text) to click the link in the overlay, the overlay is gone which makes it impossible to click.
