A1 livetime config update

Previously A1 was divided into two detector configs. After checking noise model, it was observed that, when the detector was restarted in 2018 after long inactiveness, the noise level was high until July 2018. Also, 2015 and 2016 runs of config 2 mostly used calpulser 2. Therefore, config 2 was divided into three configs: 2015-2016 runs (config2), high noise level 2018 runs (config3) and runs>11874 (config4). Here is a channel 0 spectral coefficient vs run number for different frequencies showing noise level increment in more than half of 2018 runs.
