swig and debian directories #21

Do the swig and debian directories belong in this repo? It seems like swig should be moved to the ports repo and the debian directory should be moved to the programs repo.

I moved swig to ITL-ports. As for debian, I think it should stay here, as it is not a spearate program, but simply files needed for making a debian package of this library.
