Added ENABLE_SUBSCRIPTION and ENABLE_DUTY_ROTA to turn on/off the respective pages
Minor fix : UI change to make the user-to-notify into the select multiple for better usability.

Could you just change it so the defaults are True, so it doesn't change behaviour for existing users?
