Remove BLAT as dependency #3

Hi there, Radia seems like an interesting approach - I'm sure people would like to try it out but BLAT is not free for non-academic use, so please consider replacing it with something else.

You can run RADIA without the BLAT filter by specifying --noBlat when filtering. Thanks for the suggestion to look into another option. I will consider it.
