Update python and dependencies

Summary

Update python version and all dependencies. Simplifying dependencies where possible to not pin specific versions of sub-dependencies.

Only very minor code changes made where there were breaking changes made by the dependency bumps. Changes should have no effect on behavior, and there was no change in behavior from tests.
